Mark S. McQuillen, Esq.
Chief Executive Officer & President
Mr. Mark McQuillen is Kelmar’s Chief Executive Officer (CEO) and President. Mr. McQuillen holds a Juris Doctor from New England School of Law and a Bachelor of Business Administration from the University of Massachusetts Amherst. He is a member of the Massachusetts Bar and Massachusetts U.S. District Court. Since 1995, Mr. McQuillen has provided unclaimed property consulting services to clients across the United States.
Serving as CEO and President since 2001, Mr. McQuillen ensures that Kelmar delivers superior service to clients by providing overall strategic direction, overseeing business operations, and allocating resources across the Company. With over 20 years of experience in the field, Mr. McQuillen serves as a resource for Treasurers, Revenue Commissioners, Unclaimed Property Administrators, and Attorneys General nationally, and participates regularly with them in unclaimed property workshops and seminars. He consults with clients on drafting legislation and regulations, and develops cutting edge solutions to address the operational and technical challenges facing government unclaimed property administrators.
Prior Unclaimed Property Experience
Prior to establishing Kelmar, Mr. McQuillen served as National Practice Leader of PricewaterhouseCoopers’ Abandoned Property Consulting Group, providing consulting services to the Fortune 1000. In this capacity, he was responsible for all abandoned property operations, including human resources, finance, sales and marketing. Mr. McQuillen managed the delivery of a full range of services, including audit defense, the quantification of liabilities, and the identification, collection and delivery of unclaimed property to states.
He was directly involved in negotiation of comprehensive audit settlements and voluntary disclosure agreements between state administrators and holders of unclaimed property; his audit defense duties included management of holder resources, and negotiation of scoping and confidentiality agreements. Earlier in his career, Mr. McQuillen provided similar services as Northeast Regional Practice Leader for Deloitte & Touche’s Abandoned and Unclaimed Property Consulting Services.
Government Service
Mr. McQuillen’s professional career began at the Massachusetts Department of Revenue, where he served the Commonwealth for a dozen years in key positions of increasing responsibility, from Auditor and Senior Auditor, to Director of Federal/State data exchange programs, and Problem Resolution Office Bureau Chief and Ombudsman. During the final four years of his tenure, he served as a Commissioner of Revenue with broad oversight of agency personnel, services and statutory responsibilities. In this role, Mr. McQuillen managed all customer facing service functions, including delivery of clear taxpayer guidance through form instructions and publications, community outreach and practitioner continuing education programs, statewide Taxpayer Service counters, and the agency’s centralized call center, responsible for resolving over a million business and individual taxpayer inquiries and requests for filing assistance annually.
